A travel permit is an authorization that allows a person to physically enter the United States for a specific purpose. If an immigrant has been reviewed and admitted by Customs and Border Patrol at a port of entry, they are still considered an applicant for admission. USCIS issues a travel permit document that allows the holder to seek permission to enter the United States. Generally, a travel permit is required to be applied for and obtained before leaving the country. However, in exceptional circumstances, USCIS may issue a travel permit document to a person who is out of the country for humanitarian, law enforcement, or national security reasons.
